SEMI-AUTOMATED ELECTION
TRANSPARENCY COUNTING AND ACTUAL RECORDING OF VOTES
AT ALL PRECINCT ACTIVITIES
FOREWORD TO THE READER:
This suggestion is intended for the COMELEC and is not to discredit the automated elections, but to supplement and give an idea in which our COMELEC might find it useful/helpful in UPHOLDING and SECURING the RIGHTS AND FUTURE OF ALL FILIPINOS and RESIDENTS of THE PHILLIPINES. And have a higher percentage of having a better and peaceful life in this coming new administration thru this coming NATIONAL ELECTION. As a FILIPINO CITIZEN AND FOLLOWER OF GOD, IT IS MY DUTY TO DELIVER/GIVE THIS SUGGESTION TO THE COMELEC by way of BLOGGING for it is the last option I know for this suggestion to reach the COMELEC while there is still time and also have no knowledge as to how to disseminate this idea to the right authorities. THIS IS ONLY A SUGGESTION, IT IS FOR THE RIGHTFUL AUTHORITY (COMELEC) AS TO DECIDE WHETHER TO ACKNOWLEDGE, INCORPARATE AND IMPLEMENT THIS SUGGESTION, thank you.
1. COUNTING AND COUNTER-CHECKING OF VOTES
Using multi-media, scanners and a formatted computer (PC) in the actual counting of votes will eliminate cheating during counting of votes. Since the data/vote is to be projected on the wall for counting, the data/ballot to be counted would be visible to all the watchers of all concerned parties/candidates who are comfortably seated and could make their own record or charting while the counting of ballots/votes is going-on. Due to this, an actual tally of votes can be counter-checked by every candidate/party in the counting process and right after the votes had been counted / tallied on the precinct. Also if there would be no discrepancy, all watchers of all candidates/parties will sign on the official tally sheet of the COMELEC and vice-versa as certification that their tally coincides with the official tally of the COMELEC. Thus, making the tally official, but if any discrepancy would arise, the tally by the comelec would be used officially and the party/candidate can use their watchers tally and the actual voting & counting process on a COMPACT DISK (CD) recorded from the PC which had been used on the election proper as basis/reference in conducting their own re-count before bringing any issues that may create doubts in the election that might result to violence.
2. DATA/FINAL RESULTS/TALLY TRANSMISSION FROM VOTING PRECINCT TO THE COMELEC BY VOICE CALL HEARED BY ALL WATCHERS/INDIVIDUAL,AND ALSO TRANSMISSION BY A MODEM WHOSE DATA/FINAL TALLY TO BE TRANSMITTED BARES ALL THE SIGNATURE OF ALL POLL WATCHERS/REPRESENTATIVES OF ALL CANDIDATES/PARTIES.
- data/final tally of votes by voice call and by modem transmission should be transparently done and should be recorded by the CCTV CAMERAS stored into a 15-30 days data bank capacity copied into several COMPACT DISKS to be issued to all concerned individuals/watchers of all candidates/parties as reference and proof.
3. COUNTER-CHECKING, RECORDING AND PROOF GATHERING RECORDED ON A DISK
Using CCTV cameras with 15 to 30 days data bank backed-up by a UPS or an inverter with two (2) or more EIGTH D (8D) vehicular batteries connected in parallel as power for the inverter which will power-up the whole setup if ever power failure would arise/occur. Candidates/parties or the COMELEC will record the actual counting and will give an instant proof to all parties/candidates including the COMELEC.
If any discrepancy would arise between the COMELECs tally to that of the candidates/parties watcher, this actual recording of the counting of votes/ballots can be very useful. The party/candidate can make his/her/their own re-count without first spending a huge amount of money in filling for an official re-count and without making an unpleasant scenario on the election day brought about by raising doubts and discrepancies in the counting and tallying of votes. Thus, after making their own private re-count, if really proven that there was a discrepancy, the party/candidate can now peacefully file their official request to the COMELEC for an official re-count.
Also, all activities from the start of the election up to the last activity in the precinct can be recorded. By these, dispute between every participating individuals/parties/candidates and the COMELEC would be eliminated or silenced temporarily, up to the time it is proven. Thus reducing/eliminating the possibility of violence on the election proper itself to have a peaceful and successful elections.
4. SECURITY
Votes/ballots could not be stolen/tampered by thieves/personnel’s since the CCTV cameras with 15 to 30 days data bank would be focused also on the ballot deposit area, voting area and all pertinent areas within the precinct and its perimeters for security measures. Also, if ever the return ballots would be stolen on its way to the COMELEC, the actual recorded video of the counting of votes issued to all concerned watchers of the candidate/parties/COMELEC can be used as reference. Thus, cheating in vote counting, tallying; data transmission and delivery of return ballots to the COMELEC would be eliminated and stealing of ballots just to discredit the elections or create doubts, violence in the election would be useless because of a secondary reference by using the data of the CCTV cameras of which all candidates/parties including the COMELEC have their own duplicate copy and can be counter-checked by using the third (3rd) reference which is the counter-signed official and individual tally by the COMELEC and the WATCHERS BARING THE THUMDMARKS OF ALL CONCERNED.


5. JOBS/EMPLOYMENT MAKING
Jobs can be created since this kind of counting is the same as the manual counting which is being done before, but was only modified to eliminate cheating by way of transparency to all and making/ providing every candidate/party a cheap re-count own their own before filling for an expensive re-count. Thus, equality of rights for all can be attained and giving chance and fulfilling the agreements between the teachers and our government.
6. POWER
Using inverters, two (2) or more eight “D” (8D)/vehicular batteries connected in parallel to power-up inverters or an un-interrupted power supply can make the election counting, recording of actual footage from start until the end possible if ever a natural or an artificial power failure would occur.
Also, by using vehicular batteries to power-up inverters that will power-up the system(AC) would make it possible to recharge the batteries by installing/connecting them into a running vehicular engine while the actual battery of the vehicle is being used by the system temporarily. Thus, failure of elections due to power failure would be eliminated.
7. BUDGET CUTTING
Since the Filipinos are well known by their BAYANIHAN tradition, schools, individuals; organizations and even government agencies could lend their:
a) multi-media: can be purchased at a comm’l price of P12,000.00 – P35,000.00 per unit or can be borrowed from existing gov’t. offices, NGOs and dedicated individuals.
b) reformatted computers: computers being used by different gov’t. offices,NGOs and individuals
c) scanners: can be purchased at a comm’l price of P3,500.00 and up but can come from our gov’t. offices, NGOs and individuals.
d) Inverters/UPS: can be bought or can be provided by smartmatic since the PICOS MACHINES are backed-up by UPS.

e) CCTV cameras with data bank and remaining instruments would be provided by the government. Thus, spending of the countries budget can be possibly be minimized and that many Filipinos benefit from it.
Also, the government will have a cheaper election on the future elections since equipments used in this elections can be kept for future use or to be used in other government offices rather than purchasing new instruments for the different government agencies.

Note:
Data transmission using frequencies might not be ONE HUNDRED PERCENT (100%) secure since the transmission can be possibly be override by a similar frequency with the same electronic/frequency guards which can be scanned during the data transmission or on the trial period with a higher WATTAGE OUTPUT/TRANSMISSION.
Also, jamming of data during transmission is negligible or harmless to the election but can be used to delay transmission of final results while electronic/frequency guards are being scanned by scanners to be used in cheating in the cheating process because it will only delay the transmission of data but will not change the data. But overriding the data transmission using a higher power output in the transmission of data with the same frequency and electronic guard/s but with a different data attained by using the EDIT PROPERTIES IN A PHOTO PROGRAM used in PHOTOGRAPHY from a different PC from an un-known place or origin will surely change the input data on the receiving end of the COMELEC un-noticeably.
Also, even thou the actual voting and counting process on the election would be clean and free of cheating. SOUR GRAPES or LOOSING candidates/parties can introduce/create violence by making false issues to create DOUBTS in the election proper to discredit the election. Thus, destabilization in our government might be at hand or might occur.
But with TRANSPARENCY in the voting & counting process of ballots; final tallying of results, signing/certifications by watchers of final data/tally; transmission of data and final results brought about by using scanners, PC, multi-media recorded by CCTV CAMERAS W/ 15-30 DAYS data bank. Everyone would be satisfied and none would cook/mastermind any unpleasant situation/issues due to doubts using the issue of discrepancies due cheating or due election errors in the election process by SOUR GRAPES/UN-SATISFEID CANDIDATES/PARTIES.

TRUTH:
CHEATING JUST TO GAIN POWER AND TO SERVE THE PEOPLE WOULD SURELY WILL NOT HAVE POSITIVE RESULTS SINCE SOME OF GODS’ COMMANDMENTS: THOU SHALL NOT STEAL, THOU SHALL NOT BARE FALSE WITNESS AGAINST THY NEIGHBOR WOULD BE VIOLATED. NO MATTER HOW INTELLIGENT AND POWERFULL INDIVIDUALS(LEADERS) ARE, BUT WITHOUT GODS’ BLESSING, ALL DEEDS/PLANS IN THE FUTURE WILL NEVER HAVE A POSITIVE RESULT BUT ONLY CRITICISIM AND SHAME TO THE INDIVIDUAL AND SOMETIME TO THE EXTENT OF GETTING SICK IF SO MANY INNOCENT LIVES HAD SUFFERED BECAUSE OF SUCH AN ACT IN OBTAINING POWER.
